The difference shows up in the first five minutes of use. ## Two assistants, same request A credit analyst at a commercial lender asked two different AI assistants the same question last quarter: "show me all vendors onboarded in the last 30 days with missing tax forms." The first assistant — a chat widget bolted onto the existing portal — produced a polite paragraph explaining how to navigate to the vendor screen and apply filters. The second, running inside the DEX runtime, produced the filtered list, respected her RBAC scope, and logged the query to the audit trail. Time to answer: 22 seconds versus four clicks she never had to make. The difference isn't the model. It's what the assistant can see. ## What a bolt-on assistant actually knows Most enterprise AI assistants live one layer above the application. They see the DOM, maybe a screenshot, and whatever the user types. They don't see the descriptor. They don't see the permission scope. They don't see the query the grid just ran or the validation rules the form enforces. They're guessing at the same structure the runtime already has in memory. That gap is why bolt-on assistants give so much navigational advice. They tell users which button to click because clicking is the only action they can confidently describe. They can't act on the user's behalf because they don't know what acting would mean. ## What an in-runtime assistant can do When the assistant is a first-class part of the runtime, it reads the descriptor directly. It knows the screen has a vendor entity, a tax_form_status field, and a created_at timestamp. It knows the current user's RBAC scope restricts results to her business unit. It knows the filter component accepts a structured predicate, not a natural-language string. So it doesn't write a paragraph. It proposes a filter, shows the user what it's about to do, and applies it on approval. The interaction surface shrinks from "navigate the app" to "tell me what you want." Every action the assistant takes flows through the same authorization and audit paths the UI uses, because it is the UI. ## The security story is simpler, not harder The common objection to in-runtime assistants is that they expand the attack surface. We found the opposite. A bolt-on assistant that can click buttons for the user has to reimplement permission checks, or worse, run with elevated access. An in-runtime assistant that proposes descriptor-level actions inherits every check the runtime already enforces. We don't grant the assistant any capability the user doesn't have. The LLM is a proposal engine. The runtime is the enforcement layer. If the user can't approve a $50,000 invoice, neither can the assistant acting on her behalf. The audit log records both the human and the model as participants in the action. ## Why this is hard to retrofit Building this pattern into an existing enterprise app is expensive because most enterprise apps don't have a descriptor to read. The assistant has nothing structured to bind to, so it falls back to the DOM, and the limitations follow. This is one of the reasons we designed the descriptor and the runtime before the assistant. The assistant is almost a consequence of the architecture rather than a product added to it. Once every screen is a descriptor, an assistant that reads and writes descriptors can work across the whole application without a per-screen integration. ## What users notice The behavior change is visible in the first session. Users stop asking the assistant where things are. They start asking for outcomes. "Find the three vendors flagged for duplicate bank details." "Start a renewal workflow for the contracts expiring in May." "Export this filtered view to the format finance uses." Our internal usage data from early pilots shows roughly 70% of assistant interactions resolve to a concrete action taken on the user's behalf, compared to under 20% for the bolt-on pattern we tested against. The remaining interactions are explanatory, and even those pull from the descriptor instead of a generic help corpus. ## The takeaway An AI assistant is only as useful as the structure it can read. Bolting one onto a finished app gets you a better help widget. Shipping one inside a descriptor-driven runtime gets you a coworker that can actually do the work. The architecture decision comes first. The model comes second. It's in the database objects the forms depend on. ## The logic that lives outside the forms An energy trading firm asked us to estimate a migration last spring. The .fmb inventory came in at 184 files and roughly 340,000 lines of embedded PL/SQL. Reasonable scope. Then we ran the dependency analysis against the database. The forms referenced 412 PL/SQL packages, 1,840 database triggers, and 96 package-state variables shared across sessions. The database side held 2.7 times more code than the forms themselves. That ratio is typical. The forms are the tip. The iceberg is in the database. ## Database triggers are not form triggers Forms triggers fire in response to UI events. Database triggers fire in response to DML — INSERT, UPDATE, DELETE — and run inside the transaction that issued the statement. They enforce referential rules, populate audit columns, cascade deletes, and run business logic the forms assume will happen automatically. That assumption breaks the moment a batch job, a SQL*Plus script, or a report writer modifies the same table. The database trigger caught all writers. The application logger catches one. ## Package state is a hidden contract Oracle PL/SQL packages can hold session-scoped state: variables declared at package level that persist across calls within the same database session. Forms applications use this heavily — a user logs in, the session fires a login procedure, and 40 package variables get populated with user ID, role, cost center, fiscal calendar, and approval limits. Every subsequent form call reads from that state without reloading it. We've counted between 20 and 180 package-state variables per Forms application. The median is 58. None of them are visible in the .fmb files. None of them survive a stateless REST architecture without explicit remodeling. ## The four pitfalls we see repeatedly Across 14 migration projects, the same four problems account for most of the schedule slips on the database side: - **Invisible commit points.** Forms issue implicit commits on block navigation. Database triggers assume those commits happen. REST endpoints that batch multiple operations into one transaction break trigger assumptions. - **Session-state drift.** Package variables populated at login become stale when the new architecture pools database connections. The same connection serves different users across requests. - **Trigger cascades.** One UPDATE fires a trigger that issues another UPDATE that fires another trigger. The cascade depth in our sample reaches 7. Application-level replacements miss intermediate steps. - **REF cursor leaks.** Stored procedures return REF cursors that forms consume row-by-row. A REST endpoint has to materialize the full result set, which changes memory characteristics and sometimes trips ORA-04030 on large queries. Each one is fixable. None of them is obvious from reading the .fmb files alone. ## What the dependency analysis has to catch Before writing a line of migration code, we extract the full dependency graph: every table, view, package, procedure, function, trigger, and sequence the forms touch, plus everything those objects touch in turn. The graph for a mid-sized application runs to 4,000 to 12,000 nodes. The graph is what tells us whether package state can be replaced with a typed session store, whether database triggers can be left in place, or whether the audit logic has to be rewritten at the application layer. Skipping this step is the most expensive mistake in Oracle Forms migration. We've seen it add six to nine months to projects that looked clean on day one. ## Leaving database triggers in place Our default recommendation is to keep database triggers running during and after migration. They're battle-tested, they catch non-application writers, and they're already in the auditors' control matrix. The new TypeScript application calls stored procedures for complex transactions instead of reimplementing the logic. This isn't always possible — some triggers call DBMS_ALERT, UTL_HTTP, or other features that have to be rewritten — but when it is, it removes an entire class of migration risk. The database keeps enforcing what it's always enforced. The application layer changes around it. ## The takeaway Oracle Forms migrations are database migrations wearing a UI disguise. The .fmb files are the visible surface; the real contract is the PL/SQL packages, database triggers, and package state the forms have been leaning on for decades. Every project we've shipped on time started with a full dependency analysis of the database side — before anyone opened a form. Rip-and-replace is not an option most of them can afford. ## 73 screens inside the fence A publicly listed defense prime runs 73 Oracle Forms screens inside an ITAR-controlled enclave. The screens manage export license tracking, foreign national access controls, and technology transfer logs for a portfolio of programs worth 4.2 billion dollars a year. The application was built in 2001 for a single program. It now supports 14. The enclave is air-gapped from the corporate network. Every patch requires a formal change control board. The last meaningful UI update was approved in 2013. ## Why defense kept Forms the longest Defense contractors operate under a compliance stack that punishes change. ITAR, EAR, NISPOM, CMMC, DFARS 252.204-7012, and for some programs FedRAMP High all sit on top of each other. Each adds review cycles. Each treats new software introductions as risk events. Oracle Forms survived because replacing it was harder than maintaining it. We've reviewed Forms estates at four primes and two large subcontractors. Sizes range from 40 to over 300 screens. The programs they support often outlast the original developers by two decades. ## The CMMC 2.0 reset CMMC 2.0 changed the calculus. Level 2 assessments now require demonstrated control implementation for 110 NIST SP 800-171 controls. Several of those controls — audit logging, access enforcement, session management — surface immediate gaps in most Oracle Forms deployments. A Forms application with shared database accounts, no individual session attribution, and a WebLogic tier running end-of-life Java is not passing a CMMC Level 2 assessment. We've seen three primes fail provisional assessments on exactly this pattern. ## The ITAR problem is sharper than SOX ITAR violations are criminal. A Forms screen that logs access to controlled technical data without reliable individual attribution is a reportable finding under 22 CFR Part 120. The State Department's Directorate of Defense Trade Controls has been more active in the last 18 months than at any point in the preceding decade. One subcontractor we spoke with discovered during an internal review that its foreign national access logs depended on a Forms trigger that had silently failed in 2022. Three years of access records were incomplete. Automated extraction of .fmb files into JSON descriptors runs offline, on approved hardware, inside the enclave. No cloud dependency. No external service calls. The descriptors become the system of record for business logic, reviewable by security officers and program managers alike. From those descriptors, a TypeScript application generates against an approved runtime baseline. The attack surface shrinks. The audit trail is continuous. The same Oracle Database underneath stays in place, which keeps the existing ATO boundary intact. ## Evidence that survives a DCSA inspection The primes that modernize successfully produce a specific artifact: a signed manifest tying every deployed build to a specific descriptor version, with cryptographic integrity through the build pipeline. DCSA inspectors and DCMA auditors can read it. So can the facility security officer. We've seen this collapse inspection preparation time from six weeks to four days. The evidence is generated by the build, not assembled by hand from tribal knowledge. ## The compliance trap, and the way out The trap is that the longer Forms stays, the more compliance obligations accumulate around it, and the more any change looks like risk. The way out is to treat extraction as a controls-preservation exercise first and a modernization exercise second. The behavior the auditors already accept gets captured verbatim. The runtime it runs on gets replaced with something supportable. Defense programs outlive most commercial software. We break down what lock-in actually costs across Mendix, OutSystems, and the rest of the shortcut market. ## The exit that never happened A top-3 European insurer moved 240 Oracle Forms screens onto a leading low-code platform in 2019. The migration closed in 14 months and was reported as a success. In 2024, the same insurer tried to leave the platform after the vendor announced a 34% license increase. The exit quote from three integrators ranged from $11M to $17M, with a minimum 20-month timeline. The CIO approved the price hike instead. This is the pattern we see most often. The second migration costs more than the first. ## What lock-in actually is Lock-in isn't a licensing clause. It's an architectural property. A system is locked in when the running application cannot be reproduced outside the vendor's runtime without rewriting it. Low-code platforms like Mendix and OutSystems generate applications that depend on proprietary metadata formats, runtime engines, and component libraries. The generated code, where visible at all, is not portable. Gartner's 2025 low-code market guide notes that 61% of enterprise low-code deployments have no documented exit strategy. Forrester put the same number at 68% in a separate study. ## The three cost components buyers underprice Buyers consistently underprice three components of the total cost of ownership on a locked-in platform. First, license escalation — the typical enterprise low-code contract rises 18% to 35% at the first renewal, and platforms with high switching costs extract more. Second, platform upgrade churn — every major version change forces a re-validation of every application, at an average cost of 4% to 7% of the original build per year. Third, the exit premium — the cost to leave, which grows with every new application added to the platform. Across the portfolios we've reviewed, the five-year TCO of a low-code modernization runs 1.8x to 2.4x the initial quote. The overrun lives entirely in these three components. ## Why the shortcut is tempting anyway The shortcut is tempting because the first 18 months look excellent. Low-code platforms genuinely compress delivery time on the initial build. Demos are fast. Business users are happy. The vendor's customer success team is attentive. The cost of lock-in doesn't appear until the second renewal, by which point the CIO who signed the original contract has often moved on. We've watched this cycle complete three times in the last decade. The SaaS wave of 2010, the low-code wave of 2018, and now the AI coding assistant wave of 2024. Each promised to remove the constraint. Each introduced a new dependency. ## What an un-locked architecture looks like A modernization avoids lock-in when three properties hold. The application's behavior is fully described in an open, human-readable specification. The generation step produces standard code — TypeScript, SQL, OpenAPI — that runs on any cloud without proprietary runtime components. And the specification, not the code, is the artifact the client owns. Under those conditions, the exit cost is the cost of running the generator somewhere else. That's a fundamentally different number. In the engagements we've priced, it's 3% to 8% of the original build, not 80% to 140%. ## The discipline to avoid repeating the cycle Avoiding lock-in requires one discipline most procurement teams skip. Before signing any modernization contract, price the exit. Get a written answer to the question: what would it cost to leave this platform in 36 months and run the same workflows somewhere else? If the vendor cannot or will not answer, the exit cost is the lock-in premium, and it belongs in the TCO model. The same question applies to AI-native platforms. Generation doesn't automatically mean portable. The artifact matters more than the runtime. ## The bottom line Every legacy modernization shortcut trades a known cost for an unknown one. Low-code platforms move the bill from Oracle to the new vendor, often at a higher run rate. The modernizations that hold up over a decade are the ones where the client owns a portable specification and can regenerate the system anywhere. That's the test. Here's the architecture that makes it work, and the tradeoffs we made to get there. ## From 600 lines of React to 40 lines of JSON A vendor onboarding screen we migrated last month has 37 fields, four conditional sections, three approval paths, and a drill-through to a contract detail view. The original Oracle Forms version was roughly 2,400 lines of PL/SQL and form logic. A hand-written React port came in at 610 lines across six files. The DEX descriptor is 43 lines of JSON. The descriptor isn't shorter because we cut features. It's shorter because the runtime carries everything that doesn't change between screens. ## What the runtime actually does The runtime is the boring 90%. Authentication against the enterprise IdP. RBAC enforcement on every field and action. Audit logging in a format SOX auditors already know how to read. Form validation with the same error messages on the client and the server. Localization. Keyboard navigation. Optimistic updates with rollback. Export to Excel. Print layouts. Accessibility down to the focus ring. None of that belongs in a descriptor. Putting it there would turn every screen into a liability. The runtime handles it once, in TypeScript, in code we own and test. ## The descriptor schema A descriptor has five top-level sections: data, layout, logic, integrations, and access. Each one is validated against a JSON Schema before anything renders. The validator runs in the browser, in the build pipeline, and in the LLM's tool-use loop, so malformed descriptors fail in the same place every time. The data section names entities and fields from the semantic layer. The layout section describes regions, not pixels. The logic section declares rules — "approval required when amount exceeds threshold" — rather than imperative code. Integrations reference named endpoints from an OpenAPI document. Access references roles from the RBAC system. Nothing in the descriptor is a free-form string that the runtime has to interpret heuristically. Every reference resolves to something the runtime already knows about. ## Why we didn't build a visual editor first The obvious product for this architecture is a drag-and-drop builder. We deliberately built the runtime and the descriptor schema first, with a plain text editor as the only authoring surface, and then added AI generation before we added a visual editor. The reason is boring. A visual editor constrains what you can express to what the editor can draw. A schema constrains what you can express to what the runtime can execute. The second constraint is the one that matters for production systems. Once the schema is right, the visual editor is straightforward. If the schema is wrong, the visual editor papers over the problem until a customer hits an edge case the editor never showed them. ## Extension points Every enterprise screen has at least one thing the descriptor can't express. A custom calculation. A legacy SOAP endpoint nobody wants to touch. A regulatory-specific widget. The runtime handles these through named extension points — TypeScript modules that the descriptor references by name. This keeps the descriptor declarative while leaving escape hatches for reality. We've found that roughly 5% of screens need an extension, and the ones that do usually need exactly one. The other 95% stay pure JSON. ## What this costs us Every architectural choice has a bill. Ours is the runtime itself. It's a non-trivial piece of TypeScript that has to be maintained, tested, and versioned carefully, because every screen in production depends on it. A bug in the RBAC enforcement layer is a bug in every screen at once. We treat the runtime the way a database vendor treats a query planner. Conservative releases. Extensive regression suites. Backward compatibility on the descriptor schema measured in years, not sprints. That's the price of making the descriptors cheap. ## The takeaway JSON descriptors aren't a trick. They're a division of labor. The runtime owns the parts that have to be right every time. The descriptor owns the parts that change per screen. The LLM writes the descriptor. The auditor reads the descriptor. The risk profile has changed. ## The assay screen that books the revenue A publicly listed copper producer tracks every tonne of ore leaving the pit through 58 Oracle Forms screens. The assay reconciliation module, written in 1994, determines how much metal the company has actually mined. It feeds directly into the financial close. Last year it processed 340,000 tonnes per day. The developer who wrote the original triggers retired in 2017. The vendor who supported the stack was acquired twice and no longer exists. The board found out when an internal audit flagged it in late 2025. ## Why mining kept Forms longer than almost anyone Mines are operational environments where software changes are expensive, physically remote, and culturally resisted. A Forms screen that has worked for 25 years at a site 400 kilometers from the nearest city tends to stay. The IT function is small. The OT function is larger and doesn't report to it. Capital goes to haul trucks, not middleware. We've inventoried Forms estates at seven mining operations. The average site runs between 40 and 180 screens across plant operations, dispatch, laboratory, and shift reporting. The oldest screen we found was written in 1991. It still runs. ## The JORC and NI 43-101 problem Resource reporting under JORC in Australia and NI 43-101 in Canada requires auditable data lineage from the drill core to the published reserve. When the lineage passes through Oracle Forms screens with no individual user attribution and no change history outside the .fmb files, competent persons have to sign statements they can't fully defend. This used to be a theoretical risk. Two 2025 enforcement actions in Australia changed that. ASIC has now named software system integrity as a material disclosure factor. The ASX listing rules committee is reportedly drafting updated guidance. ## Cybersecurity is the faster-moving threat Mining operations are in scope for SOCI Act reporting in Australia, CER in Canada, and NIS2 in European jurisdictions. All three require demonstrable controls on critical information systems. An unpatched WebLogic Forms server connecting to a production database is an immediate finding under all three regimes. We've seen one operator receive a formal notice after a penetration test surfaced a Forms server with default credentials and network reachability to the SCADA historian. The remediation plan ran to 180 pages. None of it was optional. ## What automated extraction unlocks for plant systems Plant operations Forms applications are usually smaller than banking or ERP estates, but denser in embedded domain logic. An assay reconciliation screen might contain only 12 blocks, but those blocks encode metallurgical accounting rules that exist nowhere else in writing. Automated parsing captures them intact. From the JSON descriptor, a TypeScript replacement can generate in weeks, run on modern infrastructure, and integrate with the plant historian through REST APIs instead of direct database writes. The metallurgists keep the behavior they trust. The CISO gets a stack that can be patched. ## The site-by-site rollout Mining modernization doesn't happen as a single program. It happens one site at a time, usually starting with the operation that has the highest audit exposure or the most brittle hardware. The descriptors produced at the first site accelerate the second, because the underlying Forms patterns repeat across the portfolio. We've seen a three-site rollout complete in 11 months, starting with the flagship operation and finishing with a smaller satellite mine that inherited 70% of its screens from the first migration. ## From board risk to operational advantage The framing that moves boards is simple. A 30-year-old Forms application booking the revenue is a going-concern question for auditors and a disclosure question for the ASX or TSX. Modernization that preserves the embedded logic, produces audit evidence automatically, and runs on a supported stack converts that risk into a line item the CFO can close. The ore doesn't care what system tracks it. The answer is no — and the reasoning is the same every time. GraphQL is a good fit for some problems. Oracle Forms migration is not one of them. This post lays out why, based on what we've measured across 14 production deployments. ## What the source system actually looks like An Oracle Forms application is a collection of screens, each bound to a small number of database blocks. A block maps to a table or view. Queries are parameterized, result sets are bounded, and navigation between screens passes a handful of keys. The access pattern is narrow, predictable, and already described by the original .fmb files. The median screen in our sample talks to 2.3 tables and runs 4 distinct queries. The 95th percentile hits 11 tables and 19 queries. This isn't a domain where clients need to compose arbitrary graphs on the fly. ## REST maps to the existing shape Every block, trigger, and LOV in a migrated form has a direct REST equivalent: ```typescript GET /api/orders?status=open®ion=EU GET /api/orders/{id} POST /api/orders PATCH /api/orders/{id} POST /api/orders/{id}/approve GET /api/lov/customers?q=acm ``` The generator produces one endpoint per block query, one per LOV, and one per named PL/SQL action. The OpenAPI spec falls out of the JSON descriptor automatically. Every endpoint is typed end-to-end because the types come from the original database schema, not from a hand-written resolver layer. ## The GraphQL cost nobody talks about GraphQL's appeal is flexibility. Clients ask for exactly the fields they need, joins happen server-side, and over-fetching disappears. For a migration, those benefits show up as costs: - **N+1 resolution.** Forms screens issue predictable joins. GraphQL resolvers have to reconstruct those joins at runtime, and DataLoader batching adds a layer that didn't exist in the source system. - **Authorization surface.** SOX-scoped applications need field-level access control. A REST API with 240 endpoints and an OpenAPI spec takes a day to walk through. A GraphQL schema with 80 types and arbitrary query composition takes a week — and the auditor still has questions about which client queries are actually possible in production. On one utility migration, the audit team explicitly asked for REST because their existing control matrix was built around HTTP verbs and URL patterns. Rebuilding it for GraphQL would have pushed the SOX sign-off by a quarter. ## Where GraphQL would make sense We're not religious about this. GraphQL is a good fit when clients are heterogeneous, the schema is broad, and query shapes are unpredictable — mobile apps pulling from a product catalog, for instance. Oracle Forms migrations are none of those things. The clients are known (the migrated screens), the schema is bounded (the database the Forms app already uses), and the queries are enumerated in the .fmb files themselves. Choosing REST here isn't conservatism. It's matching the tool to the shape of the problem. ## The takeaway Every endpoint in our generated stack is REST, documented in OpenAPI, and derived directly from the original Forms metadata. The decision isn't about which API style is better in the abstract. We've catalogued five patterns that resist naive translation: - **Implicit commits.** Triggers that call `COMMIT` mid-validation. These get refactored into explicit save steps. - **Global variables.** References to `:GLOBAL.xyz` that store session state across forms. These become a typed session store. - **DO_KEY calls.** Triggers that re-trigger navigation events. These become explicit state transitions. - **Dynamic SQL.** `FORMS_DDL` and `EXEC_SQL` calls. These get flagged for human review — about 6% of triggers land here. - **Cross-form references.** Reading items from another open form. These become session-scoped context objects. Knowing which 9% before the project starts is the difference between a predictable timeline and a quarterly slip. ## Preserving semantics the compiler can't see The hardest rules are the ones that depend on Oracle Forms' execution model. A WHEN-VALIDATE-ITEM only fires when the item has changed — not on every save, not on query results, not on programmatic assignment. Getting this wrong means validators fire too often and break workflows that used to work. We mirror the Forms semantics explicitly. The validator runtime tracks per-field dirty state, suppresses validation during query population, and honors the original trigger hierarchy (item, block, form). The translated rule is identical; the runtime that invokes it is what matches behavior. ## Testing the translation Every migrated validator gets two tests automatically: one generated from the original PL/SQL control flow, and one captured from production traffic against the legacy system. The second matters more. We replay six months of real form submissions through both the old and new validators and compare outcomes. Any divergence is a defect. On the last four projects, this replay caught between 14 and 71 defects per 1,000 triggers — almost all in the messy-case patterns above. ## The takeaway WHEN-VALIDATE-ITEM is where 25 years of institutional knowledge lives. Translating it to TypeScript is not a syntactic exercise — it's a semantic one, and the semantics depend on Forms' execution model as much as on the code itself. The people who wrote those triggers retired between 2019 and 2023. ## The maintenance problem EASA Part-145 and FAA Part 43 both require traceable maintenance records for every action on an aircraft. At most legacy carriers, the record of truth is an Oracle Forms screen that writes directly to a maintenance tracking schema nobody has touched in a decade. The regulatory risk isn't hypothetical. We've seen two airworthiness directives in the last three years flag software-dependent maintenance tracking as an area of concern.
